Uganda will fully have and operate it's first national helmet testing Laboratory according to Irene Namuyiga the project Manager of Safeway Right way.
In a stakeholders engagement at UNBS offices held in Bweyogerere that brought officials from Ministry of Works and Transport, Safe way right way, FIA foundation, development partners, enforcement agencies emphasized the need to enhance helmet quality assurance and enforcement systems in Uganda.
The proposed helmet Laboratory will be established and operated by Uganda bureau of Standards to strengthen conformity, assessment, market surveillance, consumer protection and enforcement of helmet standards.
The laboratory is expected to test helmets against US 774 and ECE 22.05/ECE 22.06 requirements, support enforcement at importation and manufacturing levels, reduce counterfeit and substandard helmets on the market, support regulatory oversight and certification systems and road safety and public health objective.
Safeway Right way, FIA Foundation and partners will support the initiative by offering technical guidance, stakeholder coordination, benchmarking visits, public awareness and capacity building.
Ministry of finance will support financing approvals, budget allocations and sustainability engagements for laboratory operations, enforcement agencies will be led by traffic police in supporting the removal of of counterfeit and non compliant helmets from the market, enforce helmet regulations on roads and respond to market surveillance alerts generated through verification systems and Ministry of Works will coordinate stakeholders engagement and collaboration, support financing discussions with development partners, review and update motorcycle and tricycle regulations and standards.
"The helmet verification systems will allow consumers to verify authenticity via QR or USSD codes, confirm helmet verification and report suspected counterfeits, said Irene Namuyiga the project Manager.
"The system will also automatically generate alerts to UNBS Market surveillance teams when fake products are scanned, providing location based enforcement intelligence, Irene Namuyiga added.
The helmet testing Laboratory is a strategic intervation for Uganda's road safety and public health agenda.
The initiative will strengthen helmet quality regulation, improve consumer protection, support enforcement agencies and contribute to reducing motorcycle related deaths and serious injuries and implemention will depend on sustained collaboration among government institutions, development partners, enforcement agencies, private sector and the public.
